Scheduled Waste Management (Hazardous waste management)

In terms of the gazette notification No. 1685/11 and dated 21.12.2010 gazetted under the Provincial Environment Statute (PES) No. 12 of 1990 no person shall generate, collect, transport, store, recover, recycle or dispose waste or established any site or facility for the disposal of any scheduled waste (hazardous waste) except under the authority of a license issued by the PEA-NWP.

1.Submission of application and relevant documents

The application for the Scheduled Waste Management License (SWML) shall be forwarded for all the activities of generation, collection, storage, transportation, recycling, recovery and disposal of scheduled waste listed in the schedule VIII of the gazette notification No. 1685/11 and dated 21.12.2010. The application can be submitted online or directly to the North Western Provincial Environmental Office with the following documents..

  • 1. Documents to prove the ownership of the land. (copy of the deed, copy of the lease agreement etc.)

  • 2. A copy of the Survey Plan of the land (photocopy of the plan)

  • 3. Building plan

  • 4. Building layout plan

  • 5. Copy of Business Registration Certificate / Copy of the National Identity Card of the Industrialist.

  • 6. Project Proposals and Proposals for Mitigation of environmental Pollution

  • 7. Route map to the proposed site.

  • 8. GPS coordinates

  • 9. Plans and related documents for waste management (Details with regards to the vehicle to be used for the transportation and Scheduled Waste Declaration forms).

  • 10. The approval obtain form the relevant Local Authority when required. (Compliance Certificate , Trade License or Approval from the Local Authority)

  • 11. Necessary certifications and approvals for special projects. (distillery products, pharmaceutical products, pesticide products, explosive based products etc.)

  • 12. Board of Investment Approval (only for BOI projects)

  • 13. Any other document or details Authority is required

2. Determine the fee on request

In terms of the Gazette Notification dated 21.12.2010 of 1685/11 the charges are as follows.

Scheduled waste :
  • 1. Generation = RS. 1 000.00

  • 2. Collecting = RS. 1 000.00

  • 3. Storage = RS. 10 000.00

  • 4. Transport = RS. 2 000.00

  • 5. Recycling = RS. 5 000.00

  • 6. Recovery = RS. 5 000.00

  • 7. Disposal = RS. 100 000.00

3. Site inspection and studying of reports.

An inspection is carried out after the paying of the respective fee to the PEA-NWP. All kind of activities including the vehicles to be utilized for the transportation of scheduled waste is thoroughly inspected by the officers of the Authority. Apart from that analysis report and records on SWM shall also be scrutinized. The initial quantity of the waste generated should be equal to the quantity which will be disposed at the final point and therefore the copies of reports, declaration forms to prove the equal quantity was disposed should be submitted to the PEA-NWP.
